Best drawing tablet with digital display under $350?

I've been thinking about getting a used Surface Pro 2, with the Bamboo Feel pen. I really like the portability aspect, but I'm not sure if this is a good investment since the tablet came out in 2013.

I own the Wacom Bamboo Create, which has been really buggy, and I hate having to look up at my monitor while drawing. I want something with a better drawing experience.

I've tried the Surface Pro 4, and really liked the feel of drawing on it, but can't afford it. I have no idea how drawing feels on any other device.

I've also been thinking about the following:

Cintiq 12wx (Similar price, have no idea which has a better drawing experience.)

Artisul D10 (Similar price)

XP-PEN Artist10s (Cheap, but small.)

Yiynova MSP19U (I love the bigger size, but it's hard to find for sale online.)
