How do crates work?

I would buy a 700 crate and get the same exact items i got last time I opened one and then it says that I could get a better crate for 1400, but then it disappears after a day or two and then it'll only show the 700 crate. Do crates reset to the low tier one after a day? Or does it depend on how much coins you have?
