Shaving and spoofing at an all-time high in my town. Anyone else dealing with this?

Ever since the new gym system came out, the spoofers, and shavers have been going insane in my town. Almost as soon as someone takes a gym it fills up with spoofers. The other day my friends and I took a gym and before we could all get our Pokemon into it, it was full, with no one else around. We have also noticed many of the low-level Instinct players that started other accounts to shave gyms in the old system , are now shaving on the new system. They just fight the first Pokemon in the gym multiple times until it drops out, then had their own Instinct Pokemon. It is getting extremely frustrating. Back on the old system, the player that took the gym was usually high enough level to get a good Pokemon in the couldn't be shaved out, now that player is always the first one out of the gym when the shavers show up. I am tired of wasting potions and revives because people on my team cannot play fair.
