ELI5: why do pictures taken of something on a tv screen have all those wavy lines that move and wiggle around when you zoom in and out of the picture?

Just don't understand how the lines can be moving all around like that when you take a pic of something on a tv screen and start zooming in and out of it or moving the picture around on your phone or something
