When did gender and sex diverge to mean different things?

I feel that most of the gender-fluid debates stem from misinformation. Gender is taught as being independent of sex, although influenced by sex to some degree. Sex is either male or female barring any extremely genetic disorders. Most people I know think that the terms are synonymous. When did they diverge to mean two different things?
