Skype not floating on Oneplus 3

Skype no longer floating on the screen when I video call. The settings I have are correct, and I even downgraded to marshmellow (back when it was working) to test out if this was an OOS issue. I also tried downgrading the app. Can anyone offer a solution? Thank you!!
