Help a 18 year old with heaviest hair on Earth

Like in the title, my hair is very heavy and I don't know very well how to cut them. Here in Italy in winter/fall there is a lot of wind and even if I put on some hair spray they will be even worst than before.

I have black hair, the blonde is just a thing I did 4 months ago
