A weird group of ghouls, what's their story?

I had a random encounter where a group of Gunners was fighting these ghouls. The gunners won, and so I swooped in and finished them off. But the ghouls all had proper names, like "Mrs. Donohue", "Mr. Sally" or something like that. I'm wondering if I missed out on something, or where these ghouls came from? I have no way of finding out there story now but I'm kind of interested that they weren't just generic ferals.
