Singed good? Did hotfix ruin him?

He seemed like he would be viable again after the rework but apparently they hotfixed him (Im not sure what they changed) so does anybody know if he is useable. Like does he still play the same way of constantly feeding and then just proxy farming until the enemy is starved of CS?

Also some tips for singed would be appreciated :3
