New Sub: How many character slots? Do free Boosts give slots?

So, I finally subbed and I'm only seeing 15 character slots available as active, while the sidebar FAQ says subs get 16 slots. On the EA/SWTOR site it said subs have 14 slots, but that may be outdated. I know I can buy extra slots and plan to, but I want to make sure I start out with all the slots a subscriber is entitled to.

I started as F2P last year with 2 slots, then I used the free level 60 KOTFE boost (with ch. 1 free trial) which added a slot for a total of 3. So the free 60 boost gave me another slot. Then I used a Twitch code and got another free 60/65 boost (and KOTET), but "create a character" was grayed out so I still had 3 only slots (plus 1 unused boost). Next, I bought Cartel Coins and went Preferred which gave me a total of 7 slots (6+1 from the KOTFE free trial boost, with one grayed out unused boost). Now, I just subbed and only have 15 slots available, but subbing gave me an extra free boost so I have 2 unused free boosts.

I know the CM/GTN boosts include a character slot, but I'm not sure if my 2 unused free boosts will give me 2 extra slots if I create new boosted characters or will new boosted characters use up 2 of my 15 slots. I'm wondering because my free trial KOTFE boost gave me an extra slot, but with the Twitch free boost and full slots 3/3 as F2P and 7/7 as Preferred I was unable to create an new boosted character.

Any ideas why I only have 15 slots? Maybe one of my unused free Boosts will give me an extra slot (for subbing and unlocking KOTFE)? I'm also wondering what happens when my sub runs out and I go back to Preferred. If I only have 15 slots will I go down to 9 (instead of the 10 listed in the FAQ for previous subs)? Should I fill all my slots 15/15 with new level 1 characters before trying to use my free boosts for a better shot at an extra slot? Or should I contact support about my missing 16th slot?

UPDATE: Apparently, the correct number of Active Character slots for Subscribers is still 14 as noted in the pre-KOTET February 29, 2016 support link. I've been back and forth with Support tickets regarding my missing slots and whether or not extra slots were included with KOTFE and KOTET, but they don't have any knowledge of Subscribers being eligible for 16 Active Character slots.
