[Help] Using Prometheus to upgrade iOS

I'm planning on upgrading from 9.3.x to 10.2 The issue is that I'm doing it in a wifi only device and I can't seem to find any videos for wifi models only. Has anyone here attempted and successfully restored their device on an iPad mini 4?

Yes, my device is currently jailbroken, has the nonceEnabler installed through cydia and I have all the necessary blobs saved.
