Representing likeness of a person

I'm designing a series of simple emoji/cartoon style versions of celebrities/public figures but I'm really struggling with representing likeness, I want my designs to be a cartoon version of the person with exaggerated features such as giant eyes, and so on. I really struggle with this because the end results look like the person but they are still a bit off.

Any tips, suggestions, and other ideas would be greatly appreciated
