Scrap exchange seems very limited right now (no XP boost available)

Since the scrap exchange started, I have always seen at least 6 options to choose from, and one of those options has always been an XP boost. I just got my 1050 scraps for the boost, went to obtain it, and realized it isn't available.

The only options are a grey skin, a blue skin, one legendary skin and a Bartek Bludgeon piece. I was under the impression the XP boost would always be an exchange option. Do these options vary from player to player or are they universal? Just kinda wondering why I can't get my boost :(
