2013 only charges wirelessly when it's Powered off

I bought an Anker Fast charger and realized that it only charged my 2013 when it was Powered off completely, thought that was weird so I bought the official Nexus Wireless Charger and it still won't charge unless the tablet is off.

It's pretty inconvenient, my USB port stopped charging about a week ago. I had never used wireless charging until just now, other than that fact that it will only wirelessly charge when it's Powered off I have had no problems. I'd pay serious money for a 2017/2018 model from Google but sad it'll never happen.

Is this normal for the N7 to only charge when it's Powered off?
