The Recording Devices/Playback Devices window won't open.

Just as I wrote in the title. I can't open the windows to use my headset microphone. Additionally when I plug in my headphones the window that lets me select what I just plugged in is not showing up. I have been looking for solutions all day and am at my wit's end. Someone please help.
