Can a propeller shaft be weaker designed if it spins faster?

Let us say that I am spinning a propeller at 120 rpm but my engine is at 1200 rpm. I will need a 1:10 gearbox but my question is, can I make the propeller shaft approx. 10 times weaker if I have the gearbox near the propeller? Thanks
