Textbook without solutions!!

Doing some revision before semester starts up again and my old (Published by wiley and only a few years old) textbook doesnt have any solutions to the review problems. I never gave it much thought because my course never used them. Going back now to make use of it I cant find any guides and saw someone post the same question to Wiley and they responded that only course instructors can get access to solutions.....

Is it just me or is that the most backwards thing you've ever heard?? Whats the reasoning for this?
