[Question] Is it possible to apply effect/LUT to entire timeline instead of clip only?

Several months ago I used a free plugin or something that I used to essentially apply a love you too to the entirety of the timeline. I can't remember the name or how to apply it, does anyone have any ideas? I remember that once it was added to the timeline it looked just like a really long transparent clip layered over the top of all the other clips.
