Can't use deck builder

I've commented about this on other posts but I am unable to use deck builder. I don't know what happened but I can't use it even though I've replayed the level you're supposed to get it multiple times. Sorry for spamming but does anyone have any ideas for what I can try doing? I can't move forwards in the game until I can change my deck.
