How to lock third person zoom

I always play in third person but I prefer to have the camera zoomed out as far as possible, but recently whenever I use vats the camera resets to the default, really close zoom (may be due to a mod but I'm not sure). Can I lock the camera so it goes back to maximum distance after I exit vats?
