[Acne] Is the formation of new closed comedones considered purging?

I've always had a cluster of closed comedones right below my bottom lip that never came to head, but I've been getting new closed comedones on my chin lately that weren't there previously. I'm also getting them on my jawline as well. I overhauled my routine about 1 1/2 - 2 months ago, but these comedones have only appeared recently (about a week or two ago), so I'm pretty sure it's not a bad reaction to the new products (or maybe it's a delayed reaction, idk). Here's my routine:

AM: Wash my face with plain water, Moisturize with Clinique For Men's Oil Control Mattifying Moisturizer (incorporated a couple days ago, so this can't be the culprit), Biore Aqua Rich Watery Essence Sunscreen SPF 50+

Night: CeraVe Foaming Cleanser, Differin 0.1% OTC (using for maybe a month and a half) Curology (1% Clindamycin, 4% Niacinamide, 4% Azelaic Acid) -- been using the new formulation with Azelaic Acid for the last two weeks, previously using 1% Clindamycin 4% Niacinamide 0.25% zinc), CeraVe PM Moisturizer

So now that I write this out maybe it's the Azelaic Acid that's causing these closed comedones? Maybe it's the Differin kicking in since I've read that it can take a while for the purge to occur? But that goes back to my previous question -- are the formation of closed comedones related to purging or is it only purging when existing closed comedones come to a head? My chin and jawline have always been a problem area for breakouts but I've never had this many closed comedones before ever, so I'm slightly confused as to whether they were just very deep and are surfacing because of the actives or if they're completely new entities.

Thanks in advance for any answers that could help. This is a terrific sub, and while I haven't found a miracle routine yet, this place has been awesome for me info-wise and curating products. I'm at my wits end here trying to figure out how to fix my acne. It has to be hormonal since most of it is clustered around my chin or jawline. I get some zits in other places occasionally, but it's only occasionally. I'm a dude so no birth control or spirnolactone will be available to me. This routine is my last stop before I say fuck it and go to a derm and try to procure some Accutane, but that's a route I really don't wanna take.
