Images that change based on text input? Is this possible in Word?

Apologies for wall of text.

I've searched and searched, and I'm not sure if it's possible, but my knowledge of Word isn't the best.

Basically, I have a client that wishes for me to design a Word template that will be used by a lot of different people in their organisation (with varying degrees or Word experience). Along the edge of the page, they will have 4 "icons" that will have slight differences based on the topic of the page.

For example, they want a thermometer that sits at different levels depending on the budget allocation for a particular project. One page might have the thermometer at a low level, and one might have it at a high level. There would be 5 or 6 pre-determined levels, and they want their people to be able to select an option and have it reflected in the icon.

The other icons are: a map cut in to regions; a traffic light; and a clock.

With so many options, I'm not sure if supplying a folder of PNGs or JPGs and asking the end user to right click > Change Picture... will be very reliable (but it may be our only option).

Ideally, they would love their end users to be able to click the area of the icon they wish to fill, but I highly doubt that's possible. My only other thought is if they input data (which then can help with the reader identifying what the icons mean), that the icon can change based on those options. Bonus points if they were radio/check boxes. Is this possible? And if so, how?
