Problem spawning Kass at Rito Village

Apologies if this has been asked before but on my first playthrough Kass never spawned at Rito Village after I completed all shrines, he just stayed at Rito Stable the whole time. I talked to him for everyone of the shrine quests but he still wont budge. Am I missing something here?

I'm currently doing my Master Mode playthrough and I'm avoiding some of his Shrine Quests for the moment in case I do something to prevent him from spawning at Rito Village. If you can, please let me know what to do. Much appreciated, thanks.

After revisiting the shrines connected to his quest he finally showed up!
