Why doesnt the verifying effort scale with the value of the transaction

Im a bit new to bitcoin and I started to wonder why the verification of all transactions has the same amount of required processing power when some transactions are clearly more important than others. Also does really every little transaction need to go into the blockchain? Wouldnt that just bloat it over time?
