Can we have a real debate about language locking?

Why don't we have a report "In Wrong Language Queue?" Why hasn't valve done anything to fix this? I can queue in LOL and always get English players why when I queue in Dota 2 I always get Spanish players? Are there no English players in Dota but me, are you all figments of my imagination?
