Is it true that Palpatine made the Imperial fleet so big and powerful because he knew that Yuuzhan Vong will eventually try to invade the galaxy ?

It's a theory I'm debating with friends for quite some time but I'm not really sure. I'm not diminishing Palpatine megalomania but it seems that at some point he knew that Yuuzhan Vong were there and planned to massively attack the galaxy but he did not know when exactly. So he had that in mind when he organized the Imperial Fleet. The reason that makes me think like this is because I've read that Yuuzhan Vong were sending scouts to infilitrate and scrutinize the whole galaxy to know how it worked, and they were eventually discovered. Also iirc in Legends the Yuuzhan Vong attacked when the New Republic had already dismantled 85 or 90% of the old Imperial Fleet, which makes sense. So is that true or this theory can be debunked ?
