Dell inspiron 15 7000 gaming has worse download speed than six year old computer

So I'm on hotel wifi (which is actually not horrible) with 2 lappys:

one is a brand spanking new 15 7000 gaming laptop with: intel 7700hq GTX 1050ti 16gig RAM 128gig ssd with TB hdd

and the other is a hp touchsmart 15 from like 6 years ago with: i3-4010U, intel hd graphics, and 4gig RAM with 500gig 5400rpmHDD

yet on the SAME network, right next to each other, the hp gets around 5mbps download speed(at least enough for netflix and youtube) and the dell gets <.2mbps download speed(can't even browse reddit right). I'm really at a loss as everything i know would tell me this should be the other way around. Is anyone else experiencing something like this with a new dell? I've tried switching DNS servers, updated all drivers, disabling and reenabling a whole bunch of processes, but nothing helps.
