Can you set Death Row Appeal Room?

I was wondering if there was a way or a mod to make sure that when you start the death row appeal program, the program is set is a death row zoned area.

Typically when I start the death row appeals program, the game chooses parole rooms on the other side of the prison, forcing me to start more programs till the right room is chosen, then cancel the other ones.

Is there a way to ensure that death row appeals only happen in death row parole rooms or no?
