Anyone use an icloud unblocking service?

My cousin bought an iphone 6 from a market stall which appeared to be working fine until a restore was attempted which rendered the phone into a useless brick.

I've been reading reviews from services such as iphoneimei.net and it appears to be working and since they have been operating for quite sometime I believe everything is above board and well.

For my specific model, they are suggesting a price of £39.99, this is well worth it but just wanted to hear from you guys on whether this is legit or I am wasting my time and possibly my money.
