1999 RS Hood Vent Blocked on Bottom. Is it OK to unblock it?

So I bought a 99 RS a few months ago and have finally started daily driving it. It has been 100+ degrees where I live for the past month it seems with no end in sight. Forecasts show 100+ for the next 2 weeks at least.

Anyway I noticed the hood vents on my hood are blocked off under the hood with bolts. I was thinking of taking off the block on the passenger side one so the engine bay has some more airflow. Then putting it back on during the fall when it starts to rain.

Sooo is this a bad idea? Should I just leave it alone?
