[Diplomacy] An Invitation to the Associates

It cannot be denied that the recent infrastructural spending by the Tagsatzung has been highly successful in improving the economic base of all the Swiss cantons. However, there is one set of cities and towns that the efforts did not reach: the various member cantons' substates and associates. These states exist in a sort of limbo between membership in the Confederacy, having only observer status in the Tagsatzung itself and immunity from much of its burgeoning lawmaking -- but that can change.

Following a heated debate in the council lasting nearly a month of argument, the Tagsatzung has decided to issue a blanket offer of full membership in the Swiss Confederacy to all current substates and associates of the nation. The messengers sent to share this news with the associates will stress the benefits that this would bring: namely, voting rights in the council and availability to investment by the central treasury.

In fact, to sweeten the deal and develop any lands added, the Tagsatzung has authorized the payment of 20,000 ducats of immediate infrastructural investment into any canton which joins the Confederacy as a full member.

The Tagsatzung stresses that those states that accept the offer will retain full right to govern themselves by whatever means they choose, be they principality, city, bishopric or other.

TL;DR: trying to grab up some of the substates as regular provinces, considering in such a decentralized state there isn't much of a difference.
