Premium Operations!?

I really like Operations and it's my favorite game mode in BF1. Now that I get to try Premium maps/Operations out I was disappointed to see I can never play. I always join an empty or nearly empty server when I choose either of the two Premium Operations.

This is with over double the normal playercount now that the new DLC and Premium Trials are happening. How exactly does this make me want to buy Premium?

This is NA, on PC, weeknights 5-8pm EST.
