Boyfriend advice (thanks in advance)

I am 16, my boyfriend is 17. We have been dating for 3 months but were friends before. I really think I love him but we haven't gotten very intimate or said i love you yet. So lately he's been acting really off and not himself. My family friends from england are staying with me and his family friends have been staying with him so we haven't gotten to spend time alone in weeks. We do see each other a lot tho bc all our friends are friends and we all hangout but it's not the same. Its starting to feel like we r not dating because we spend so much time with our friends and not going on dates. I have tried to make time for him one on one but he always has some family thing. I just feel like I'm making all the effort all the time. I do think he cares about me, its just that he's not making as much of an effort as he used to which is making me feel upset. Also he never tries to get with me but i just think that might be because he's never had a girlfriend before me and doesn't know what to do. Any advice? Im feeling really down about it.
