Has anyone else noticed lately tank drivers bailing out soon?

Maybe it's just me but lately it seems that tank drivers will just get out of the tank with it only at half health or so and either just run away or run at you. It makes picking up there kit and stealing one of their tanks really easy. Just seems to be happening a lot lately.

Also why do snipers shoot at tanks with regular ammo and not k bullets?
