Help with Bootstrap on mobile

So I'm having some trouble using the bootstrap footer on mobile on a site I'm working on. When the page fits all on the screen with no scrolling, the footer is there. If the page requires scrolling, the footer will be gone, but if I refresh the page it suddenly appears. What would make this happen? And I'm using the w3.js include HTML function to put the footer in the page. Thanks!
