Any truly top level fish?

Are there any truly top level fish like Hatchetfish? Or are they all top to mid level fish? I thought rainbowfish or danios might be, but at the LFS, they are mostly mid and top with some straying to the bottom (maybe because of the 8-10" height if the tanks?).
