Outside air condenser is hot to the touch.

Hey guys, first-time homeowner, first time posting here. The shorter the long of it is my outside air condenser is hot to the touch. Here in Missouri it's about a hundred degrees right now in the inside of the house is about 90.

I've only lived here just shy but year, and the AC unit is maybe 2 years old. The fan is still running, all the wiring and the parts look new but it's just not keeping up with the heat. Ideas?
