How upset should I be?

I got a call from daycare today. My 1yo got bit by another kid. Twice. She had only been there just over an hour. It sounds like it was the same kid, and they were separated after the first bite, but apparently not separated enough. My first instinct was to run get her, but I talked myself down. My husband is pissed. I kinda feel like it's a hazard of being a toddler, but... TWICE.

How much roughness should I expect in the toddler room? The incident reports started coming in when she started crawling and climbing but we have never had one before that was actual aggression toward my baby.
