Am I wrong in thinking I should make more?

So I work in the hospitality industry at a tennis resort. I started off as a seasonal employ making $10/hr working the desk. A year later I became full time with benefits. Over that time I have gotten a certification to teach tennis (which I have to pay $300 a year to keep) and have taken over many new job responsibility that far extend my job title.

Over the 5 years, I have only had a pay increase of $1.50 total. I feel like I am being severely underpaid for what I do and the stress of the job. I have asked for a raise in the past but the response I get from my direct manager is that it's very hard to get people raises outside of the year end raise (in which I usually get only 2 or 3%). I've seen it done with other employees, and I feel like he just doesn't want to fight for me. I plan on going higher up soon as I have become very frustrated over the summer.

Am I wrong in thinking I deserve more? I know plenty of places around here that will start at $12/hr (granted without benefits). My manager has even said he knows they pay employees really low (it's not his decision).
