[S3E10] Glass box photo staged?

Does anyone else think that maybe the photo of EvilCoop and BaldMan was possibly staged? I believe Tammy says it was one of the first photos the cameras caught. So what, EvilCoop checked out the new box, turned the cameras on, and then essentially posed for a picture? You would think that he would want to remain unseen. Unless he set up the photo op on purpose.

Of course, on the other hand, I can't imagine what his motivation would be to set up the photo.
