so is it realistic that some gods/goddesses can't be buffed because they will "break" the game?

So i was watching a streamer last night and the question came up of why HiRez does nothing with Aphrodite. The streamer who was a former pro player and very knowledgeable of Smite said "there are certain characters that you can't buff because they will literally break the game, Aphro is one of those characters"

he went on to say "other characters are Loki, Raijin, Zhong, and Hel"

I personally think the only one i agree with is Loki, but i don't understand the others. Do you think this is a true statement? are there characters that can't be buffed because they will break the game? and if so should those characters be looked at for reworks?
