Is upgrading Occullist Heal actually downgrade ?

I was thinking it was since the bleed also increased, and was just giving him Healing Trinkets instead of upgrading his heal.

But people told me there is less of a chance of getting 0 heal, but imo thats way too siuational still and the extra DoT will effect more in general.

What do you guys think ?
