[Secret] The Capital Network

London exists as the seat of global finance. More money is managed through London that anywhere else. This gives the United Kingdom unprecedented access to the movement of money across the world. This ability has been used by the intelligence community, and most famously in triggering investigations into undisclosed nuclear weapons research sites in Iran.

MI5, MI6 and GCHQ will be working together to mass monitor the movement of money in areas of interest, such as South America, Central America, the Middle East etc. (all areas of current political instability). As techniques are refined over the coming year, and should the UK intelligence community share this with the 5 eyes network, it becomes likely that combined analysis of money managed through London and New York would cover a large proportion of global capital movements, particularly between nations.

The program will analyse data provided by British stock managers and in British Crown dependencies under the legal obligations to store data for 5 years before deletion. Data will be provided to HMRC through RTI (Real Time Information) systems already created for the storage of salary and income tax information generated daily and provided to HMRC by every British Company. (Britain already has the infrastructure to deal with this large amount of data and also has a precedent in requiring information of this kind.)
