OpenBazaar is a decentralized marketplace that uses a peer to peer application, so what that means is no exit scams or LE honeypots.

It can also be used with Tor (if you think your safer using Tor)

The reason why LE can't take it down is for two reasons: the first reason is because they can't legally take it down because it is a legitimate marketplace, not a black market. That is like LE taking down ebay because a few people sold illegal products on that site.
