Can somebody PLEASE help me figure out what this is?

This is a picture of the one on my side. I have two more on my face. My eye skin is also really dry, and became that way very recently.

I went to the beach last month, and I had a water balloon fight with water coloring in it. I don't know if that changes anything, but those are some of my details.

I'm male, 18 years old, and have had skin problems in the past. My skin is always an issue for me.

I'm not sure how much more I need to type before this sub will actually let me post.
