Could Eidolon have been the greatest Tinker?

From what I understand, he can have any kind of power he needs. Typically he can have 3 really powerful ones, or maybe 2 with a couple of weaker ones.

While he can't ever choose specific powers, he does usually get something close enough to what he wants.

If he got 3 Tinker powers, couldn't he build something truly incredible?

It doesn't even technically have to be a "Tinker" power, Dragon is considered the greatest Tinker even though she actually has a Thinker power. So Eidolon could get 2 Tinker powers and a Thinker power to help combine them...

Extra Note: I initially was thinking that he had literally created the Endbringers. Like he was secretly a villain that used all his spare time with a bunch of Tinker/Thinker powers along with crazy stuff similar to Panacea and/or Bonesaw and spent years crafting the Endbringers and continuously perfecting them until they were unstoppable. Maybe he develops a power that lets him give somebody else a power permanently, but it's really weak (basically something like Dauntless). So then every night he uses this power on the Ziz-in-progress with a generic Telekinesis power until eventually she has the god-like Telekinesis she ends up with.

Course that theory died pretty quick, but it was a cool thought for all of 3 minutes.
