Steam Community Forums Trade Post Time (STCG)

I have noticed that the TF2 and CSGO trade forums on steam have set a nice 1/hr trade limit, to lessen spam.
But the Steam Trading Card group seems to have no limit, the rules say bumping 1/12hr but several people have several posts they bump more than 2x/day, at one time I had 2 different types of posts I bumped 2-3x/day and got a 1 week community ban for "spam"

Is there a limit to how many trades STCG can have and why is it not regulated like the other 'official' steam groups?

I understand that other game forums set their own forum rules on steam, I am inquiring about the valve specific ones (trading card group vs tf2/csgo/dota2)
