CPU is faking an overclock??? Help...

Hey everyone, I'm decently new to overclocking and so I would like to do it in AMD Overdrive. If I use Turbo Control Centre and set the multiplier to 21x its bringing the clock speed up to 4.1 ghz on my AMD FX-6300 (212 evo cooler) and im decently happy with that for now. I then proceed to view it on Core Temp and it tells me all 6 cores are running at 4.1 ghz around 29C. Once I open Prime95 to "torture test" my CPU they all drop back to 3.5ghz at 100% load.
