Amd FX 8000 Series or Ryzen 1400?

Still trying to figure on a first time build for my 16 year old son. Games alot on steam...some Wow and ESO. He is a big GTA 5 player and loves modding. Good Graphics and visuals he likes alot. May want to future stream or at least record. I was thinking of an AMD FX 8300 or up with a good video card....or else think ahead and start with a 1400 Ryzen. Budget is around 700 CAD. Help?
