Possible balance changes for all characters

I read over the tier list that got published in the app, and I really liked it. However, it got me thinking, and typing. A few weeks later, I have this. In a truly balanced game, there really shouldn't be much of tiers at all. Also, some characters just need changes so these are my suggestions.

Shelly: Shelly is too powerful, and we all know it. The problem isn't in her damage or health, or even her annoying range. The way I see it, a nerf to reload speed would make a big difference, making Shelly feel less like a chipper and more like a shotgunner where every shot counts.

Colt: The only problem I have with colt is how bland he is. I like him, but he is just such a boring character. The best thought I have is to adjust his super to something more unique. I don't know what it would look like, but maybe something like McCree from Overwatch's Ultimate.

Brock: Ever since Piper has existed, Brock has slipped out of the meta in every game type. Even though he deals good damage, Piper outclasses him easily. I don't think anything major would work well, but an increase to Brock's rockets' speed would do him good, and maybe an overall boost in stats to buff him up a bit.

Jessie: After the damage nerf in the first or second patch, Jessie has felt very underwhelming. Her shock rifle is good, but the chain feature barely hits. I feel like if the slowdown after initial hit was removed, Jessie could once again feel very threatening.

Nita: Nita feels actually quite balanced to me. The only possible change I could see for Nita would be a slight increase in projectile speed. However, this is unnecessary.

Dynamike: As the name suggests, his attack does throw lot dynamite. But "short fuse" seems a bit misleading. Dynamike would be a lot easier to reliably hit with if the dynamite went off a bit earlier. At least with barley you can generally get 120 per hit. Dynamike you might get 320 every three shots on average.

El Primo: The king of fists has been on the downslope recently. I can see why. He is simple to counter once you know how. Being a melee character, he needs a lot of health, of which he could use a bit more. Also, his super feels a bit odd. The blast knocks brawlers away from him, giving them a head start for running away. This is very counterproductive, and I feel like it could improve so much.

Bull: The only real reason I don't play Bull so much is his spread. His shots become really unreliable really quickly. However, a spread reduction feels wrong. Instead, why don't we address one other thing. How does a double barreled shotgun fire five rounds? I don't know how guns actually work, but it seems weird to me. Adding one more projectile could make him a lot more powerful at close range, and keep his damage decent with some range.

Ricochet: Being my main, I have trouble hating on the little guy here. However, I do have one thing to say. If he is an angle calculating robot, then why can't he fire accurately? He shouldn't have a lot of spread. He's an angle calculating robot. That's his job to not spread shots.

Barley: I don't know about you guys, but I find that alcohol is actually quite slippery when it's on the floor. Doesn't help when it's in the bloodstream either. Unfortunately, Supercell has missed this. Barley's problem is that it is very difficult to hit more than 120 damage per base bottle. Barley would be so much more useful and powerful if the barley on the ground slowed brawlers a bit, like spike's super.

Poco: Poco was my very first rare, and I was originally really bad at him. However, he does have his place. But his place could easily be filled by better characters on a team. Poco should embrace his healing. I think maybe if the primary started health regen on allies, he would become more of a healer, and fill the niche spot that some teams are missing.

Mortis: What really ticks me off about Mortis is his super. Bo and Piper can both hit up to 900 damage in a super, where as Mortis can hit only 200. I like the super, but maybe a small buff to it could help, and maybe address his health, which seems high for a character called spindly.

Bo: The first time I played as Bo, I struggled a lot. Mostly, this was due to his firing angles. They seem a little bit weird. It isn't anything huge, but it feels weird sometimes.

Piper: Did somebody say Brock? No? Ok, guess he's dead. Let's pull a bit of a Frankenstein on him. Piper is so much better because of her projectile speed and damage, but as a sniper there is one thing weird. Her bullets are huge. Decrease the hit box size of them, and Brock would seem better due to his big rockets, and she would be a sniper once again.

Spike: I don't have spike, but my brother does so I can see his gameplay. The only thing I see as problematic is that you can hit with the attack and barely get any damage. I've never had a cactus thrown at me, but I did have a pet one, and it hurt when i stepped on it once.

Crow: I don't have Crow either, but I think he is pretty balanced. Almost never faced one though.
